INTEGRATED SAFETY AND SECURITY PLAN (ISSP) FOR ZWARTKOP RESIDENTIAL AREA
The Lyttelton Sector 1 Community Policing Forum (LS1 CPF) structure was established 4 years ago under the Police Act. This structure makes provision for the involvement of the community on a voluntary basis to assist SAPS in crime detection and prevention. The crime has however escalated and innovated over the past few years that the current structure is insufficient and more innovative measures must be implemented to support the current efforts.
LS1 CPF has therefore embarked on the implementation of an ISSP for the Zwartkop Residential areas in partnership with ADT Security, and the first phase of implementation will be a dedicated patrol vehicle project that entails the following:
A dedicated vehicle will be introduced to patrol and respond in Zwartkop as well as a network of License Plate Recognition Cameras will also be implemented. The LPR system captures all license plates of vehicles passing the camera and information is sent through to our Community Control Centre and checked against various databases, including a national SAPS database of stolen, suspect or wanted vehicles.
In addition to this, CCTV cameras will be deployed at strategic points. Equipped with Ultra-Smart Analytics technology, the video analysis makes use of artificial intelligence algorithms to learn the normal behavioural patterns of objects captured on a CCTV camera. When an object displays activity that does not fit the model of normal behaviour, the system highlights it as unusual and performs a number of automated responses. The system transforms a security environment from passive to proactive.
As with any project the community participation is essential and LS1 CPF in partnership with ADT needs to create a database of all residents in order to start with the marketing of the project.
