*Tshwane’s Speaker of Council invites residents to attend community consultative meetings this weekend*
The City of Tshwane will hold public consultative meetings with residents this weekend to encourage them to make inputs to the draft budget and Integrated Development Plan (IDP) as well as the Property Rates Policy and By-law. This follows the recent tabling during a Council meeting of the draft budget, IDP and tariffs for the new financial year.
The consultative meetings have been scheduled for Saturday, 21 April 2018 from 09:00 throughout the City’s seven regions.
“It is very important for residents to attend the IDP consultation meetings in their regions in big numbers. This process is one of the most powerful tools that residents can use to influence which infrastructural needs and/or services must be prioritised and budgeted for by the City,” says the Speaker, Cllr Katlego Mathebe.
In compliance with the provisions of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003) and the Local Government: Municipal Property Rates Act, 2004 (Act 6 of 2004), the City has also invited members of the community and stakeholders to submit written comments or inputs on the draft budget, IDP and Property Rates Policy and By-law. The closing date for the submission of comments or inputs on the draft IDP and budget is 30 April 2018 at 15:00, and for the Property Rates Policy and By-law the date is 7 May 2018 at 15:00. All comments or inputs must be in writing.
The City has also developed an application (app) to provide additional avenues through technology for communities and stakeholders to participate in the consultation on the draft IDP and 2018/19 budget. The “Tshwane E-Government” is a citizen engagement app that is meant to foster participatory democracy, accountability and responsiveness (Batho Pele principles). Through this app, citizens and stakeholders can raise issues, provide input and influence the City’s policies and strategies.
The app has been piloted and is available on the Google Play-store and the Apple i-tunes store. Residents and stakeholders can download the app on their smart devices and participate in the process.
“Our community members can also visit our regional offices to find out about the meeting venues in their respective regions. Their ‘voices’ will ensure that the City’s final budget reflects their needs and priorities,” concluded Cllr Mathebe.
